ANUKRET DATED SEPTEMBER 30, 1995
ESTABLISHING THE DEPARTMENT OF METEOROLOGY AND HYDROLOGY
AS A DEPARTMENT GENERAL

The Royal Government of Cambodia,
-
Seen the Constitution of the Kingdom of Cambodia;
-
Seen the Kret of His Majesty the King of Cambodia, Samdech Preah NORODOM
SIHANOUK VARMAN dated November 1, 1993 on the Appointment of the Royal
Government;
-
Seen the Kret No. 1094-83 dated October 24, 1994 on the Reorganization
of the Composition of the Royal Government;
-
Seen the Law on the Organization and Functioning of the Council of Ministers
promulgated by Kram dated July 20, 1994;
Referring to the proposal of the Minister of Agriculture Forestry and
Fisheries;
It is Hereby Decided:
Article 1:
To change the level of the Department of Meteorology and Hydrology
into a Department General of Meteorology and Hydrology.
This Department General shall have its office in Phnom Penh and be
under the supervision of the Ministry of Agriculture, Forestry and Fisheries.
Article 2:

The Department General of Meteorology and Hydrology shall have the following
roles and responsibilities:

To prepare policies, guidelines and standards involved in water resources
either surface or underground for irrigation by people throughout the country.

To study, research and assess programs for the rehabilitation and development
of the meteorology and hydrology sector throughout the country.
-
To be responsible for the construction and repair of the network of
hydrology throughout the country.
-
To prepare meteorology and hydrology forecast for a short and long time
in order to alert people before hand on the natural disaster and to take
measures for timely intervention.

To collect meteorological and hydrologic data and bind them into documents
for national and international use.

To research on technology and to take training measures.
-
To consolidate and improve national and international cooperation in
the meteorology and hydrology sector.
Article 3:
The structure and organization of the Department of meteorology and
hydrology shall be the following:

Department of Administration, Planning, and Finance
-
Department of Research and Information
-
Department of Water Management and Control
-
Department of Engineering
-
Department of Hydrology
-
Department of Meteorology
Article 4:
The General Department of Meteorology and Hydrology shall be supervised
by a General Director who shall be assisted by a Deputy-General Director.
Article 5:
The civil service status of the General Department of Meteorology
and Hydrology shall be decided by the Minister of Agriculture, Forestry
and Fisheries.
Article 6:
Any provisions contrary to this Anukret shall be annulled.
Article 7:
The Co-Ministers in charge of the Office of the Council of Ministers,
the Minister of Agriculture, Forestry and Fisheries and all concerned ministers
and secretaries of state shall implement this Anukret.
Article 8:
This Anukret shall enter into force from the date of its signatures.
