Executive Order creating an interim inter-agency task force to provide for private sector participation in the establishment of agro-industrial development areas (No. 511 of 1992).

The combined task force 0f various government agencies called AIDA, shall be responsible for identifying and allocation of foreign and local funding for the establishment of family farm schools, rural development centres, and other capacity building and training centres and to supervise operation such centres,. The task force may grant funding directly to NGO's. It may also enter into agreements with relating to landownership, etc.
