This Act, consisting of 170 sections divided into four Parts and completed by two Schedules, provides for the exploration and exploitation of petroleum resources in submerged lands adjacent to the coasts of the Northern Territory. It provides for the administration of relevant Commonwealth acts in the area affected by this Act and for the protection of traditional rights in the areas to which this Act applies (Part I). The Act regulates mining for petroleum including exploration permits, retention leases, production licences, pipeline licences, fees and royalties and defines requirements for environmental protection and pollution control in mining and transport operations (Part II); under section 137B, for the purpose of protecting a well, structure or equipment, the minister may create safety zones. The Act also provides for the conservation of the Australian Geodetic Datum, i.e. reference frame for defining geographic coordinates, to determine the position of blocks and certain other areas.
