Decision No. 17/2004/QD-BTNMT prescribing the functions, tasks, powers and organizational structure of the Southern Metereology, Hydrology and Environment Sub-Institute.

The Decision provides for the institution of the Sub-institute in the Northern part of the country, its functions in terms of scientific research and management of water resources, hydrology and climate conditions affecting land and water.
