Forestry - Article 3 of Chapter 63 “Fish, Game, Forestry Conservation”.

This part of Chapter 63 concerns the improvement of natural resources and introduces some measures for the protection and development of forest resources in Guam. It shall be the Department of Agriculture’s task to protect, develop and manage public lands in a manner that will conserve the basic soil resources. This shall be done in combination with a policy to guarantee a continuous yield of water, wood fibre, forage, recreation and wildlife for the use and benefit of the greatest number of people of Guam. The Department shall establish also a community forestry program with village commissioners and civil groups and may make available tree seeds and seedlings for planting on private and public lands. The cutting, removal or mutilation of live trees on government lands requires a licence. The Director of Agriculture may attach conditions to a licence and provide for inspection of forestry operations. The Department shall establish an afforestation programme and may issue permits for the harvesting of timber from trees included in such programme.
