This Act establishes a Division of Environmental Quality in the Department of Public Health and Environmental Services and defines its duties and powers and internal organization. The Division shall be headed by a Chief who shall respond to the Director of the Department. The Director of the Department shall establish programmes, including programmes: for the control of the public water system; regarding a system of permits for the discharge of pollutants, the storage and transportation of solid wastes, sewage, pesticides and other hazardous substances and the moving of earth that may result, among other things, in disturbances of the seabed or coral reef; for the monitoring of environmental information; and for public awareness and involvement, including hearings, regarding environmental issues.
