This law aims to protect, improve, and restore the natural living environments of people, animals, and plants in Lower Austria, while also enhancing the quality of citizens’ surroundings. It seeks to achieve this by strengthening the rights of citizens and municipalities in environmental matters and by providing information, guidance, and support for environmental initiatives. The law also encourages participation through proposals and initiatives from citizens, communities, and institutions to improve the environment. Other measures include protecting water, reducing and managing waste, combating air and noise pollution, and preserving biological ecosystems to enhance overall quality of life. The law establishes the Lower Austrian Environmental Ombudsman as an independent body that represents and safeguards environmental interests in administrative procedures. It defines its powers, including participation in proceedings, providing opinions, and being subject to confidentiality obligations. The text consists of 15 Articles.
