This Instruction stipulates that, in order to conserve, protect, manage and efficiently reforest forests, forest management shall entail: (a) obtaining reliable information on forest resources; (b) creating a forest resource database; (c) keeping a forest inventory; and (d) afforesting and reforesting measures. Forest management data shall be used for: (a) state forest registration; (b) selecting protected forests with use restrictions; (c) validating annual quotas on timber extraction through main use and intermediate felling and distributing them among forest managers; (d) establishing the terms and conditions for leasing plots of forest reserves; and (e) transferring plots of forest reserves for hunting.Grazing of livestock shall be recommended in planning quarters of forest and forest plots where it cannot cause damage to forest. Grazing in planning quarters of forests shall be authorized on condition of fencing off forest plots where grazing is prohibited.
