Article 1 of the present Ordinance establishes that it is not necessary to apply for a permission to be allowed both to extract groundwater or to discharge rainwater into ground water provided that the quality of the water is not altered by domestic, commercial, industrial, agricultural or other sources, or mixed with other effluent waste water discharges. The competent authority may in individual cases authorize an exception to this rule, if by doing so the groundwater shall not be polluted. The text consists of 8 articles.
