The purpose of this Act is to allow the private sector to undergo exploration and mining in territorial waters, continental shelf, exclusive economic zones and other maritime zones. Minerals shall include all minerals except for mineral oil and hydrocarbon resources. The Act provides for the following operating rights: reconnaissance permit; exploration licence; and production lease. Offshore areas shall be released periodically for the grant of operating rights only after consultation with Ministries and departments having a parallel interest in the areas. The Act further provides for the following: prevention and control of pollution, and the protection of the marine environment; offences; civil liabilities and adjudication; etc.
