This Act continues in existence the Grants Commission as the Commonwealth Grants Commission Act, defines matters of administration and its functions and powers and makes provision with respect to financial assistance to States of the Commonwealth, the Australian Capital Territory, Northern Territory, Territory of Heard Island and McDonald Islands, the Territory of Norfolk Island and other external territories. For purposes of financial assistance the Commission may inquire on entities that receive assistance and report to the Minister. The Commission may also inquire on works, services and financing for the benefit of indigenous persons. The Act also grants regulation-making powers on the Governor General.
