This Decision approves the Scheme on the development of hi-tech agriculture. The main objectives of the Scheme are to develop agriculture towards modernization, large-scale commodity production, high productivity, quality, efficiency and competitiveness and firmly assure national food and foodstuff security. The Scheme, among other things, shall: create and propagate plant varieties and animal strains and aquatic animal breeds of high yield and quality; prevent and eliminate plant, livestock and aquatic animal epidemics; research and develop technological processes in agricultural, forestry and aquatic production of high economic value; create agricultural supplies, machines and equipment; preserve and process farm produce; and import high technologies in agriculture and develop high-tech agriculture. Institutions and state agencies responsible for the implementation of the organization of the Scheme are specified in detail in the text.
