Presidential Order No. 446 on detergents and control methods for the biodegradation of surfactants in compliance with Council Directives Nos. 73/404/EEC and 73/405/EEC.

The objective of this Order is environmental protection by stipulating a minimal level of surfactant biodegradability. It is prohibited to place on the market detergents of which the surfactants contained do not meet the biodegradability criteria set forth in the Order. Using the methods described in articles 9 and 10 to this Order, surfactant biodegradability must be no less than 90 percent.
