With the view of promoting and improving tree and vegetable crops and for the circulation of new varieties or the replacement of existing ones, this law establishes the implementation of a special intensive program for the improvement and promotion of tree and horticultural cultures. The law lays down the procedures for adhering to the programme and all the technical specifications for the operation of plant nurseries, licensing for operating, quality assessment of the cultivated varieties and monitoring of the overall procedures.
