This Act regulates the exploration and exploitation of minerals and other substances present in the soil in Bonaire, Sint Eustatius and Saba, except materials commonly used for construction, roads, etc. A person who discovers a mining resource on the basis of an exploration permit or the holder of concession rights related to the land on which the discovery was made, shall have the right of concession in accordance with this Act.
