This Act imposes a State tax to be paid on waste deposited at landfills by operators of landfills. Tax shall be paid on the quantity of waste delivered to a landfill. This Act does not apply to an area in which solely soil and bedrock matter is deposited and to waste recovery sites. Nor does it apply to an area where separately collected biowaste and wastewater treatment plant sludge are composted or biologically treated in some other way, separately from other wastes.
