The aim of this Circular is to prevent losses and minimize the negative effects of river floods due to local severe rains by stream bed reclamation. It sets forth the preventive measures to be taken and the rules and procedures of the stream bed reclamation programme. The Circular also defines the duties and responsibilities of the Ministry of Environment and Forestry, the General Directorate of State Hydraulic Works and municipalities for the implementation of the stream bed reclamation programme.
