This Regional Law regulates relations in the ecological sphere. Environmental protection and nature management shall be carried out on the basis of the following principles: (a) ensuring the right of human being to favourable environment; (b) scientific substantiation of ecological, economic and social interests; (c) payment for nature management and compensation of environmental damages; (d) obligatoriness of environmental audit; and (e) priority of ecosystem preservation. Virgin ecological ecosystems, natural landscapes and natural complexes shall be subject to as a matter of priority. Citizens shall have the right to set up environmental public associations, funds and other non-commercial organizations. In order to prevent negative environmental impact by nature managers shall be set forth maximum allowable environmental impact rates. Some activities in the sphere of environmental protection and ecological safety shall be subject to licensing. Ecological certification shall be applicable to ensure ecologically safe economic and other activities. Ecological certification can be compulsory or voluntary.
