This Regional Law establishes legal, economic, organizational grounds for implementation of the policy in the sphere of energy saving, efficient use of fuel and energy. It shall be applicable to the following spheres: (a) efficient use of energy resources in the process of extraction, processing, transport, storage and consumption thereof; (b) state supervision over efficient use of energy resources; (c) promotion and use of alternative fuels and energy, including renewable energy sources; (d) creation of energy efficient technologies and automatic control systems of energy consumption; and (e) precise and reliable registration of energy resources. Regional energy saving fund shall be non-commercial organization responsible for energy saving. Stimulation of energy saving shall be carried out through loans, subsidies, incentives and preferential taxation for realization of energy saving programs and energy audit.
