This Regional Law regulates legal, economic and organizational issues originating in the process of energy saving with a view of setting forth conditions for efficient use of energy resources and types of energy. It regulates, in particular, the following issues: (a) efficient use of energy resources in the process of production, processing, transportation and consumption; (b) state, departmental and independent supervision over efficient use of energy resources; (c) development of production of alternative and renewable energy sources; and (d) creation of ecofriendly and energy efficient methods and technologies. The main directions of energy saving policy shall be as follows: (a) efficient management of energy resources; (b) mandatory registration by legal and natural persons of produced, received and consumed energy sources; and (c) setting up of independent and periodic inspection of producers and consumers of energy resources.
