The present Ordinance implements the Directive of the European Parliament and of the Council 2006/87/EC laying down technical requirements for inland waterway vessels of 12 December 2012 and the Thüringen Water Law of 18 August 2009. Article 1 establishes that the present Ordinance regulates the authorization and operating of inland waterway vessels to transport persons and goods on inland waterways in Thüringen except on the federal waterways.
