This Ministerial Decree establishes the modalities of application of ecological (green) investments through emissions trading expressed in carbon units, reinvestment of finances with a view of reducing greenhouse gases emissions, management of reserve of national quota of emissions and operations with carbon units. Proposals for emissions trading and green investments shall be submitted by the authorized state institution in accordance with international agreements in the sphere of climate change. Emissions trading and green investments shall be performed through tenders and shall be regulated by contracts concluded by the authorized state institution and the winner of tender.
