This Ministerial Decree establishes the following standard state services in cotton industry: (a) issuance of cotton quality certificate; and (b) issuance, re-issuance and substitution of licence for cotton storage with the issuance of cotton receipts. The aforesaid state services shall be rendered by the local government of Astana and Almaty. Standard state services shall require payment of licence fees.
