This Decree establishes arrangements for the protection of internal market against import and trade of poor quality and illegally imported agricultural commodities and promotion of the national agricultural production. Agricultural commodities and foodstuffs imported to the national territory for which customs duties have not been paid in advance shall be authorized for circulation on the national territory to the customs storage facility exclusively under escort of customs officers.
