These Regulations prohibit a person from engaging in the seed industry activity unless that person is registered by the Department of Agriculture and Rural Development. Seed industry activity comprises marketing of seeds, packing, sealing or labelling of seed, preparation of mixtures of seeds permitted by the Seed Marketing Regulations and cleaning, treating or other processing of seed intended for marketing. The Regulations also, among other things: provide for the licensing of crop inspectors, seed samplers and seed testing stations; provide for enforcement of seeds regulations; and gives requirements relating to sampling. The Regulations provide for certain derogations for acceptance of agricultural landraces and varieties which are naturally adapted to the local and regional conditions and threatened by genetic erosion and for marketing of seed of those landraces and varieties.
