Policy and Strategy Paper on Forestry Sector Development 2010-2020.

The overall objective of the Government of the Republic of Kosovo is to increase the contribution of the forest sector to the local economy through sustainable use of the forest resources, taking into consideration as well the multi-functional role of forestry. To comply with this overall objective the Government will maintain and enhance the viability of the sector through providing a supportive regulatory and institutional framework, and ensure permanent financial mechanisms for increasing the status of the sector. Part 3 outlines an action plan in certain areas. Within this overall policy statement particular attention will be given to tending of young forest, restoration of degraded forestlands and establishment of plantation forest. Consistent implementation of these policies will result in a substantially increased yield of forestlands to the benefit of the Kosovo economy. This Part deals, inter alia, with Forestry planning and information management (3.2); Harvesting and transport of wood (3.3); Capacity building (3.4); Forest environment protection (3.5); Wood use – forest industry development (3.6); Private sector development (3.7); Non-wood products (3.8). The Ministry of Agriculture, Forestry and Rural Development (MAFRD) is the highest authority in charge of forestry. At central level it has two main forestry branches – the Department of Forestry (DoF) and the Kosovo Forest Agency (KFA). In particular, Part 4 deals with the framework for implementing the strategies. The framework for the implementation of the strategies will be based on three pillars: (i) tailor-made projects to raise knowledge in underdeveloped competence areas; (ii) support to operations performance and turn-a-round actions; and (iii) support to the Government institution having the overall responsibility for implementing the strategies. Chapter 4.4. establishes that the successful implementation of the strategies will require a careful coordination of projects and other development work. Forestry is vested in the MAFRD, and this institution is suggested to be the main implementer of the strategies. But considering the nature of the activities, ranging from pure technical aspects of how to manage forestlands with educational, environmental, socio-economic, industrial issues, etc. it is obvious that a number of other ministries and stakeholders needs to be involved in the realization of the Programme. This complex situation, and the duration of the activities, implies that MAFRD must have the capacity to organize, coordinate and monitor all work.
