This Regional Water Code regulates relations originating in the process of management, reproduction, protection, conservation of waterbodies. The totality of all waterbodies on the regional territory shall form state regional water stock. Purchase, sale, donation, mortgage, exchange and unauthorized takeover of waterbodies shall be prohibited. Management of waterbodies shall be performed by the authorized regional state institution that equal water rights. The state shall exercise monitoring of waterbodies with a view of access to information related to the state of waterbodies. State water register shall contain information related to surface water, groundwater and use of water resources. Concession of waterbodies for the purpose of water management can be short-term (for the period not exceeding 3 years) and long-term (for the period not exceeding 25 years).
