The purpose of these Measures is to conserve resources, protect the environment, develop circular economy, and further promote the healthy development of the comprehensive utilization of coal fly ash. The Measures consist of 28 articles divided into 5 Chapters: General Provisions; Comprehensive Management; Incentives Measures; Legal Liabilities; Supplementary Provisions. The National Development and Reform Commission shall organize to develop the implementation scheme of the comprehensive utilization of fly ash. Fly ash producing units shall declare and register to the competent authorities the situation of fly ash production, storage, use and disposal flow, etc. Fly ash transport must use special closed tankers, and strictly comply with environmental protection and other relevant regulations and requirements, so as to avoid secondary pollution.
