Resolution No. 68/2015 approving the National Action Plan for Food and Nutrition Security (PANSAN 2014-2016).

This National Action Plan for Food and Nutrition Security 2014-2016 (PANSAN 2014-2016), has a twin-track approach linking immediate hunger relief interventions with a long-term strategy for sustainable growth. It is a guiding instrument addressing the improvement of food security and/or nutrition among its objectives in view at implementing the National Strategy for Food Security and Nutrition (ENSAN - 2020). The Plan aims to ensure the permanent access of the population to sufficient, healthy and nutritious food, subject to the satisfaction of other basic needs situation in terms of access to food, food availability and food utilisation. It is divided into five strategic objectives: strengthening the legislative framework and institutional to consolidate the Food and Nutrition Security (SAN) and ensure the realization of the human right to adequate food (DHAA), etc. The strategic objectives aim at improving the conditions of access to water, sanitation and other components of well-being by households, the actions aim at massification and improved sanitation facilities (bathrooms, waste treatment, garbage collection), of access to water, electricity and health care. The third strategic objective of increasing agricultural and fisheries production in a sustainable way, improving the food supply mechanisms aiming to incorporate family farming and Cape Verdean traditional fishing with innovative techniques, with the increased participation of young people, increased production and diversified activities, mitigating the pace of rural exodus. To this end it aims to build even more dynamic local markets, a better distribution with greater participation of the local production. This Strategy aims at a reaching a modern, sustainable and competitive agriculture, able to meet and respond to the challenge of food and nutrition security and strengthening the participation of smallholders in particular rural women and their organizations. The fourth strategic goal has the most significant concern is for the vulnerable groups and expand coverage of social protection policies. Actions should be focused on young people, who predominate in the population pyramid and represent an opportunity to develop creative actions for human, social and economic development of Cape Verde, particularly in the areas of health and rural development. Poverty reduction will only be possible through the strengthening of existing coordination mechanisms and participation, through improvement of income of vulnerable populations to financial access to food; developing prevention and treatment of nutritional disorders, supplementary nutritious food, counseling and nutrition education to adopt healthy eating habits. In this context, actions to combat anemia in particular required in children, takes high priority. There are important convergence between the strategic objectives defined in PANSAN and the axes of the Strategic Document for Growth and Poverty Reduction - DECRP III (2012-2016). The fifth strategic objective is the incorporation of nutritional issues and the ways to face the challenges of prevention and treatment of disorders and adopting healthy eating habits that improve the quality of life of the population. Inclusive food and agriculture systems are those that enable commercial small- and medium-scale production and processing enterprises to sustainably participate in markets.
