Action Plan for the Reduction of Absolute Poverty 2006-2009 (PARPA II).

The Action Plan for the Reduction of Absolute Poverty, 2006-2009 (PARPA II) of the Mozambican Government aims to achieve the objective of reducing the incidence of poverty from 54% in 2003 to 45% in 2009. This Plan continues the 2001-2005 PARPA I, holding in common priorities in the areas of human capital development in education and health, improved governance, development of basic infrastructure and agriculture, rural development and improvement in macroeconomic and financial management. It states that everyone has the human right to good standards of living and access to food on a regular and predictable basis is a fundamental right of all people and a basic premise for national well-being. The aim of this cross-cutting issue is to ensure the conditions for the production of a nutritious and healthy diet or getting the means to have access to adequate food. To do this, it is necessary to: promote activities aimed at strengthening people's access to resources and means to ensure their subsistence; protect those who can not sustain themselves by establishing and maintaining safety nets and other assistance in light of considering the interdependence and inter-relation of food and nutrition security with development areas. The PARPA II 2006-2009 addresses agricultural sector production systems (including fisheries and forestry) in an integrated and balanced way, keeping the objectives of reducing poverty by redistributing resources which also benefit the most disadvantaged and poorest groups. However, PARPA II sets additional targets for improving the monitoring of economic development, plays a more active role in regulation of private activity and competition mechanisms, increasing partnerships with the private sector in creating an adequate environment conducive to business. Through the macro and microeconomic links, the state will establish facilities so that the private sector will be able to fulfill its function of stimulating the real and financial sector of the economy, especially small and medium-sized agricultural production units, rural, agro-industrial. fisheries, aquaculture, forestry and other economic sectors. The priority of poverty reduction action plan in the fisheries sector and coastal and marine area management program is to ensure that appropriate measures are taken to promote environmental sustainability in these sectors through an integrated management of the marine and coastal environment and fisheries resources, to protect the important ecosystems (mangroves, coral reefs and coastal wetlands and inland). It aims at improving equitable access of communities and individuals to natural resources for sustainable use and management; promote an information service on existing natural resources (land, forest and wildlife). The fisheries sector has an important contribution to the balance of the balance of payments, ensuring permanent access to the international market for artisanal fish products, by acting in this way as part of the quality assurance by consolidating fisheries inspection services as well as boosting competitiveness and diversification of national fish products for export. The main objective of the aquaculture sector is to improve the standard of living of fishing and ensure sustainable exploitation of fisheries and aquaculture communities, by creating small-scale fishing support infrastructure in the main fishing centres; encouraging the distribution and marketing of fish and fishery inputs, and increasing the artisanal aquaculture production. This Plan establishes more inclusive and efficient agricultural and food systems, enabling commercial small- and medium-scale production, processing enterprises to sustainably participate in markets in light of preserving the natural ecosystem. It strengthens policies and strategies for fisheries, forestry food safety and quality, including dialogue with private sector and civil society at national and international levels The main objectives of the risk management area of natural disasters are: to reduce the number of human casualties and loss of property; to consolidate the culture of prevention, and to provide the country with prevention and mitigation means. The Government's action plan to reduce the impact of disasters undergoes provide the country with means of prevention through early warning systems to timely issuance of information on the most frequent disasters in Mozambique in particular floods and cyclones, location and mapping of risk areas. Also included are the appropriate response mechanisms (information for the affected population, evacuation, search and rescue).
