The purpose of these Measures is to deal with the harmful forest pest emergencies on time, control the spread of forest pests, and reduce the losses of disastors. The State Forestry Administration and the competent forestry department of the province, autonomous regions and municipalities directly under the Central People's Government are responsible for organizing the formulation of contingency plans for unexpected harmful forest pests incidents. The Measures provide for the main contents of the contingency plan: emergency command system and work responsibilities, early warning and prevention mechanism, emergency response and post evaluation and rehabilitation treatment, safeguard measures.
