These Measures, consisting of 30 articles, aim at the effective prevention and control of forest diseases and pests, protection of forest resources, promotion of the development of forestry, and maintenance of the balance of natural ecology. The State encourages and supports scientific research of forest diseases and pests control, and promote the application of advanced technologies. The national competent forestry authority shall develop monitoring and forecasting approaches and objects of major forest pests and diseases.
