The purpose of these Measures is to regulate the management of use of water resource fees, and improve efficiency in the use of funds. The Measures consist of 27 articles divided into 5 Chapters: General provisions; Budget management; Project fund management; Supervision and inspection; Supplementary provisions. Water resources fees shall be mainly used for the conservation, protection and management of water resources, and may also used for the rational development of water resources. Water resource fees shall be fully included in the financial budget and project management system shall be applied to the management of water resource fees.
