This Action Points for China's Forestry Sector in Response to the Climate Change during the 12th Five Year Plan (2011-2015) Period is a national policy document. The Action Plan Points is intended to further strengthen the work of the forestry response to climate change during 2011-2015. It is expected that the Action Points proposed in the document will not only improve the forestry response to climate change but also make the forestry more sustainable. The policy document seeks to give full play to the forestry sector in the national overall work to cope with climate change. To this end, the main objectives of the Action Points are set up as follows: the completion of the task of afforestation of 30 million hectares, preliminary completion of the establishment of national forestry carbon sequestration measurement and monitoring system, forest coverage rate to reach 21.66%, the total carbon storage of forest vegetation to reach 8.4 billion tons, the forest fire damage rate to be under 1‰, the pest disaster rate in forestry to be controlled below 4.5‰, the wetland area to reach 42.48 million hectares, and the natural wetland protection rate to reach above 55%, the proportion of forest natural reserve area to the total territory land area to reach about 13%, and more than 90% of the national key protected wild to be effectively protected. Concerning climate change mitigation, the main action directions shall include: accelerating afforestation, strengthening forest resource management and strengthening forest disaster prevention and control. For the climate change adaption, the main action directions are: cultivating healthy and high-quality forests scientifically, strengthening the construction of nature reserves and biodiversity, great efforts to be made to protect wetland ecosystems, and strengthening the treatment and control of deserts and desertification land. In the aspect of capacity building, priority actions will be: strengthening the construction of relevant institutions and legal system, establishment of carbon sequestration monitoring system, carrying out related scientific research and exploring and carry out pilot demonstration on domestic carbon sequestration afforestation, low carbon forestry economy, promotion of the clean development mechanism carbon sequestration afforestation activities in combination with the pilot of the state control of greenhouse gas emissions and carbon emissions trading.
