China National Strategy for Climate Change Adaptation.

This National Strategy for Climate Change Adaptation, as a cross-sectoral framework for the period of 2013-2020, lays out clear guidelines and principles for climate change adaptation and proposes specific adaptation goals. The main goals are: to improve overall adaptation capacity; to fulfill key adaptation tasks; and to form regional adaptation setups. Concerning food security, the Strategy proposes that the focus is on safeguarding a sufficient supply of agricultural products for the eight agricultural zones. Concerning making agriculture, forestry and fisheries more productive and sustainable, the key tasks set up by the Strategy include: to improve the adaptability of farming, guide the rational development of livestock and poultry and aquaculture, improve forestry development planning, strengthen forest management, promote a virtuous cycle of grassland ecology and strengthen ecological protection and governance. The Strategy formulates key tasks for climate change adaption in seven topical areas: infrastructure, agriculture, water resources, coastal areas and waters, forestry and ecological systems, human health, and tourism and other industries. The Strategy also divides China into three zones and adopts different climate policy strategies for these zones. For example, for urban zones, the focus is on constructing and maintaining physical and informational infrastructure. For the eight agricultural zones, the focus is on safeguarding a sufficient supply of agricultural products as mentioned before. And for “ecological security” (i.e., ecologically sensitive) zones, the primary policy priorities are to restore vegetation and monitor and reduce risks from natural disasters. The Strategy outlines a wide range of measures to be implemented by 2020 in order to protect water resources, minimise soil erosion and strengthen disaster prevention, such as early-warning detection and information-sharing mechanisms at the national and provincial levels, ocean disaster monitoring system and coastal restoration. To reduce climate impacts in agriculture, it plans to develop new farming practices, including controlling plant-eating pests and improving crop adaptability.
