The purpose of these Measures is to strengthen the administration of inspection and quarantine on Entry-Exit grain, and to safeguard human health and the safety of animals and plants. For the purpose of these Measures, “Grains” shall mean the seeds of the cereals, beans and oil crops and the tuberous root or tuber of tuber crops, to be used for processing but not for breeding purpose. AQSIQ conducts quarantine examination and approval of entry grain. The owners of goods or agents should go through examination and approval procedures before signing trade contracts. The owner of goods or agent should state clearly in the trade contract the quarantine requirements for entry grain and feed products which are specified in the Quarantine Permit. The AQSIQ shall, if necessary, send inspection and quarantine staff to the countries or regions of exit grain and feed products for investigation of epidemic situations at the production location and for supervision of preliminary quarantine prior to shipment.
