These Measures, consisting of 30 articles, are enacted to strengthen the national grain macro-control capacity, ensure the food security, promote the construction and improvement of the grain market system, standardize the management and operation of the loans of grain storage facilities, and effectively prevent and control the loan risk. The Measures make provisions for: the objects, use, types, conditions, terms, interest rates and modes of loans, credit supervision, etc.
