This Regional Law lays down the grounds for ensuring environmental security with the consideration of contributing to solution of social and economic problems based on environmental security in the process of business operations. Ensuriong environmental security shall be constitutional duty of national and regional state bodies of the Russian Federation. Environmental security shall be considred environmental protection and protection of vital interests of human beings against possible negative impact of economic and other anthropogenic activities, environmental risks and natural and technological disasters. Ensuring environmental security shall be priority and any activity that can cause deterioration of environmental situation shall be prohibited.
