These Provisional Regulations are formulated for the purpose of strengthening the prevention and control of water pollution in the Huaihe River Valley, protecting and improving water quality, safeguarding human health and ensuring water supply for people's daily life and production. The Provisional Regulations consist of 43 articles. The Provisional Regulations govern the prevention and control of pollution of rivers, lakes, reservoirs, canals and other surface water bodies in the Huaihe River Valley. The local people's governments at or above the county level in the Huaihe River Valley shall regularly report to the standing committees of the people's congresses at the corresponding levels the development in prevention and control of water pollution in their administrative areas in the Huaihe River Valley. The State shall practise a system of controlling the total amount of discharged water pollutants, and practise preferential and support policies for the prevention and control of water pollution in the Huaihe River Valley. Further provisions concern the following: (1) monitoring of the water quality ; (2) collection of discharge fees; (3) a pollutants discharge permits; (4) environmental impact assessment; (5) settlement of disputes; and offences and penalties, etc.
