These Measures aim to strengthen the on-site supervision and inspection of automatic equipment for monitoring and controlling pollution sources. The Measures consist of 29 articles divided into 5 Chapters: Overall Provisions (I); Supervision and Administration (II); On-site Supervision and Inspection (III); Legal Liabilities (IV); Supplementary Provisions (V). After the completion of automatic equipment for monitoring and controlling pollution sources, the construction entities shall promptly organize the inspection and acceptance. After acceptance, the automatic monitoring of pollution sources may be put into use. The on-site supervision and inspection is divided into routine inspection and key inspection, and should focus on checking the matters as prescribed in Articles 13.
