The Climate Change Action Plan is a national plan with a cross-sectoral approach. The timeframe of the Action Plan is 13 years between 2011 and 2023. The main objective of this Action Plan is to combat climate change with a precautionary principle, focusing on sectors such as energy, industry, transportation, agriculture, waste and forestry. Preventive measures will be taken in energy sector to combat climate change by reducing energy intensity, taking energy efficiency-increasing measures, increasing utilization and production of renewable energy resources and by using clean coal technologies for limiting GHG emissions. In addition, energy-efficiency will be increased, utilization of renewable energy resources will be promoted and GHG emissions will be limited in building and industry sectors, by developing new technologies, capacity building and awareness-raising. In transportation sector, energy consumption will be limited, the share of freight and passenger transport by rail, sea and road will be increased, urban transportation will be restructured, use of alternative fuel and clean vehicles will be encouraged in urban transport and a database will be established including GHG emission data. In order to adapt waste management to climate change, the quantity of biodegradable wastes will be reduced, integrated solid waste disposal and recycling facilities will be established, packaging waste management plans will be finalized and uncontrolled disposal of wastes will be terminated completely by 2023. The potential GHG emissions limitation will be identified in agriculture sector and the increase rate of GHG emissions originating from plant and animal production will be decreased by increasing the quantity of carbon stock captured in soil. Sustainable forest development is one of the key element in adaptation to and combating climate change. Therefore, deforestation and forest damage will be reduced, the amount of carbon sequestered in forests will be increased, institutional capacity building will be developed and measures will be taken to lessen the adverse impacts on land use and forestry. Cross-sectoral coordination will be ensured in adapting to and combating climate change by developing an information infrastructure, preparing an emission inventory, developing environmental protection policy, using financial resources more effectively, using emission trading mechanisms, strengthening R&D for clean production, organizing public awareness-raising campaigns and by integrating adaptation to the impacts of climate change into policies regarding water resources management, agriculture and food security, ecosystem preservation, biodiversity conservation and forestry, risk management of natural disasters and the existing and future effects and risks of climate change on public health.
