Agricultural and Livestock Plan 2016-2017.

The launch of the Agricultural and Livestock Plan (PAP) 2016-17 takes place in a national and international economic scenario of lower production growth and trade flows, whose indicators have been persistently revised. The slowdown in the demand of the agribusiness segment, notably in China, has adverse effects on Brazilian agriculture, which is the main target market for its exports. At the domestic level, it is worth mentioning the occurrence of severe climatic adversities, characterized by drought in the Northeast region, whose agricultural production has suffered a sharp fall in the harvest in recent years, being subject to successive re-negotiations of debt, and by excessive rainfall in the south, Which also experienced high losses, notably in the production of rice and soybeans. This Plan covers a list of economic-related programmes and is divided as follows: 1. Introduction; 2. Rural Credit; 3. Marketing Support; 5. Rural Risk Management; 6. Annexes. The Programme INOVAGRO for the Incentive of Technological Innovation in Agricultural Production supports the necessary investments in the incorporation of technology in rural properties, aiming at increasing productivity, adopting good agricultural practices and rural property management, and the competitive insertion of rural producers in markets. The programme finances: implementation of systems for generation and distribution of alternative energy to conventional electricity in rural areas; adaptation and construction of facilities for poultry, swine and dairy sectors, including the integrated or isolated acquisition of machinery and equipment for this purpose; consultancies for the technical and managerial training and qualification of the productive activities implemented in the rural areas; acquisition of genetic material (semen, embryos, etc.) from donors with certificate of registration and performance evaluation, etc. In this context, the agricultural policy, embodied in PAP 2016-17, includes measures that, in harmony with the other public policies related to them, have been improved with the objective of contributing more efficiently to assure rural producers the necessary conditions for the expansion of Its activities and the elevation of its competitiveness, with greater insertion in the international market. The PAP stands out because of its innovative nature, particularly in relation to the rural insurance and rural credit program, in response to the challenges of improving the quality and breadth of these programs, ensuring adequate funding for agriculture, improving Conditions for access to rural credit and to increase the participation of free resources in funding for financing and marketing. The amount of resources to be made available for rural credit and financing conditions have been revised in line with the effort to adjust the economy to restore fiscal and monetary balance without compromising the objective of ensuring adequate levels of support to rural producers. The programme for Reducing Emissions of Greenhouse Gases in Agriculture finances the recovery of degraded areas and pastures, the implantation and expansion of crop-livestock-forest integration systems, correction and fertilization of soils, implementation of soil conservation practices , Implementation and maintenance of commercial forests, implementation of organic agriculture, restoration of permanent preservation areas or legal reserve and other practices that involve sustainable production and culminate in low emission of greenhouse gases. The risk management policy in the agricultural sector deserves special attention due to the vulnerability of agricultural activities to catastrophic risks, especially those arising from adverse climatic phenomena. In this sense, the Federal Government has invested so that these risks are gradually minimized and managed with greater efficiency. Among the instruments of risk management that the Ministry of Agriculture, Livestock and Supply (MAPA) is constantly improving are the Agricultural Climate Risk Zoning and the Rural Insurance Premium Grant Programme.
