National Biodiversity Strategy.

Pursuant to the obligations deriving from the Convention on Biological Diversity, this document lays down the National Strategy on Biodiversity, whose overall goal is to ensure the preservation of biodiversity, the rational and sustainable exploitation of natural resources and the fair and equitable sharing of benefits arising from their utilization. The strategy adopts a multi-sectoral approach and covers the national territory during the period from 2011 to 2020. The strategy addresses the following main areas: biodiversity and ecosystem services; biodiversity and climate change; biodiversity and economic policies. These main areas correspond to three Strategic Objectives. To attain the objectives, the following 15 “working areas” are contemplated: 1) Species, habitats and landscape; 2) Protected areas; 3) Genetic resources; 4) Agriculture; 5) Forests; 6) Inland waters; 7) Marine environment; 8) Infrastructures and transport; 9) Urban areas; 10) Health; 11) Energy; 12) Tourism; 13) Research and development; 14) Education, information, communication and public participation; 15) Italy and biodiversity all over the world. The Strategy recognizes that biodiversity is essential for agriculture and therefore contributes to food security. The instrument aims to make agriculture, forestry and fisheries more productive and sustainable. It promotes the use of sustainable agricultural and forestry methods, aims to prevent the abandonment of agricultural areas, encourages the protection of local species. Reducing poverty both in urban and rural areas is among the objectives of the strategy, which recognizes the linkage existing between biodiversity preservation and poverty alleviation. Strategic Objective 2 pursues the reduction of the impact of climate change on biodiversity. In this context, the document aims to increase the resilience of livelihoods to disasters. Measures for adaptation and mitigation are foreseen.
