The Plan indicates that the spatial and temporal distribution of water resources in China is uneven, and the water resource per capita is relatively low. In addition, the influence of economic structure, development stage and global climate change, the shortage of water resources has become the bottleneck of the sustainable development of the economy and society. The efficient and rational use of water resources has become an important part of the sustainable development of the economy and society. The Plan seeks to solve the problem by setting up the following strategic directions. 1. Action on agricultural water saving: optimize and adjust the planting structure -Control or reduce the planting area of groundwater over-exploitation zones such as North China and Northwest China and encourage the cultivation of drought-tolerant crops in North China and Northwest China; develop dry farming and water-saving agriculture; develop agricultural water saving irrigation; improve the water-saving supporting construction in the aquaculture industry. 2. Action on industrial water saving: Optimize the space layout of the high water consumption industries; Improve the efficiency of industrial water use; Strengthening industrial water-saving management. 3. Action on promotion of water-saving products: Establish a water efficiency labeling system; Promote water-saving product certification; etc. 4. Action on water saving and pollution reduction in industrial parks: Build industrial park systems that are conducive to water circulation; Improve the sewage treatment and recycling efficiency of the industrial parks.
