These Measures, consisting of 34 Articles, are enacted to strengthen the management of forestry fixed asset investment and construction projects, standardize the procedures and behaviors of project construction, and improve the quality of project construction and investment benefits. The forestry fixed assets investment and construction projects refer to the forestry fixed assets construction projects that supported by central budgetary funds. According to the investment direction of the central budget funds, the State Forestry Administration shall formulate the guidelines for the application of forestry construction projects. The feasibility study report of the forestry construction project shall be prepared by a Class A engineering and consulting or surveying and designing entiry with corresponding qualifications.
