The purpose of these Measures is to standardize the delineation of national non-commercial forest area, and strengthen the protection and management of national non-commercial forest. The Measures consist of 14 articles. Zoning and demarcation of state-level public welfare forests shall take into account the needs of ecological protection and the interests of forest rights holders. In the process of zoning and demarcation, for non-state-owned forests, the local government shall obtain the consent of the the forest rights holder and sign the zoning definition paper with the forest rights holder.
