This Regional Decree establishes that state complex (landscape) regional reserve “Muromskiy” was set up with a view of conservation of typical and unique natural complexes and objects, monuments of historical and cultural heritage of the South- Eastern part of the Republic of Karelia, maintaining the ecological balance, and development of tourism and establishment of conditions for active recreation of the population. Landscape nature reserve was set up for unlimited period of time. On the territory of the landscape nature reserve, any activity is prohibited, if it contradicts the goals of creating a landscape reserve or is harmful to natural complexes and components, including: (a) all types of felling of forest plantations, except for sanitary and rehabilitation felling, as well as forestry activities aimed at conservation and improvement of stands; (b) procurement of soft resin; (c) exploration of mineral deposits and mining; (d) blasting operations; (e) drainage and irrigation works; (f) forest drainage operations; (g) allotment of land for individual housing construction, horticulture and gardening; (h) construction, reconstruction and major overhaul of capital facilities construction, including linear objects, not related to the performance of tasks, entrusted to the landscape nature reserve, as well as reconstruction and capital repair of other linear objects located within the boundaries of the reserve; (i) application of chemical fertilizers and pesticides; (j) waste disposal; (k) driving and parking of vehicles outside the roads and places designated for this purpose(except for the passage and parking of motor vehicles in the snowy period and cases associated with the implementation of measures to protect forests); (l) caterpillar traversing; (m) commercial hunting; (n) making fires outside the equipped fireplace; (o) destruction and damage of local information boards, barriers, stands, boundary poles equipped ecological paths and recreational areas; and (p) picking up mushrooms and wild growing plants, the species of which are listed in the Red Book of the Russian Federation and the Red Book of the Republic of Karelia.
