This State Program for the Development of the Agro-Industrial Complex of the Republic of Kazakhstan for 2017-2021 is a multi-sectoral policy document aimed at ensuring the production of competitive products of the agro-industrial complex in demand on the markets by means of: (a) involvement of small and medium-sized farms in agricultural cooperation; (b) saturation of the domestic market and development of the export potential of domestic products; (c) effective use of financial measures of state support; (d) effective use of water resources; (e) creation of conditions for effective use of land resources; (f) increase of provision of agricultural producers with machinery and chemicals; (g) development of trade and logistics infrastructure; (h) scientific and technological, staff and information and marketing support of agroindustrial complex. The scope is to ensure food stability, major availability of foodstuffs on internal market expanding also export of foodstuffs. The underlying cause is that the average annual growth rates of food production in general do not keep up with the growth rates of consumption and income of the population, as a result of which the free niche in the market is filled by imports and its share in domestic consumption remains very significant. At the same time, there is a low share of processing of agricultural products manufactured in the country and underutilization of production capacities of processing enterprises. Presently main fishery resources are caught in natural waterbodies, while the level of aquaculture is low. To ensure access to food on domestic market and food availability, the development of production of the following priority products is necessary: poultry meat, meat products, dairy products, fish, vegetable oil, fruit and vegetable products and sugar. The development of the agricultural and food processing industries will focus on the production of priority products to saturate the domestic market with food products, meet the needs of livestock in combined feeds and realize export potential. Development and promotion of cooperatives in agriculture is considered to be one of the priorities. Losses of foodstuffs take place in the process of transportation between different regions as well as loss of water resources due to obsolete and low efficiency equipment of the water distribution system. To render more inclusive and efficient agricultural and food systems is envisaged vast reform of fiscal and market measures, including the system of public financing, subsidies and incentives, and also agricultural insurance. In particular, specific public financial support measures, including crediting on preferential terms, are envisaged for agricultural cooperatives. In order to achieve the target indicators of aquaculture, subsidies will be made to subsidize the costs of investing in the organization of new and expanding production capacity of existing fish-breeding enterprises (lacustrine-commodity fish farms, cage farms, fish farms using closed water systems) and subsidizing the cost of feed for sturgeon, salmon and carp species of fish in fish farms (pond, basin, cage, fish farms with application installations of close water supply, lake-commodity fish farms). At water management facilities, due to prolonged operation and insufficient volumes of repair and restoration works, the main structures are being destroyed, silting of water reservoirs and a high probability of emergency situations of anthropogenic nature is created, especially during the passage of spring floods and floods. To prevent emergency situations related to the regulation of water resources, a legal basis will be created to ensure the safety of water-retaining and water-regulating structures.
