Resource reserve “Chabda” shall be classified as national nature reserve – protected area. Resource reserve “Chabda” shall perform the following functions: (a) preservation of unique and typical ecosystems of the watershed of the river Aldan; (b) protection of rare and endangered species of the world fauna – Siberian white crane during the autumn and spring migrations, black and gray cranes to the nesting place; (c) preservation and restoration of the number of wild ungulates, a complex of game animals, valuable species of fish and their feeding grounds; and (d) organization of observations and registration of rare birds. The following activities shall be prohibited on the territory of resource reserve: (a) commercial fisheries; (b) mining and all types of soil disturbance; (c) construction and placement of industrial facilities, high-voltage lines and main pipelines; (d) capture of wild animals and birds, destruction of burrows, nests and other hiding places and shelters, as well as all kinds of changing conditions of animal habitats; (e) collection and procurement of berries, mushrooms and medicinal plants; (f) movement in motorboats on the river Chabda and its inflows; (g) landing of aircraft without permit of environmental protection bodies and flying over reserve territory at an altitude of less than 500 meters; (h) unauthorized stay of persons not related to traditional nature management and functioning of the reserve; (i) stay with firearms, except for authorized staff; (j) keeping unleashed dogs; and (k) any activity damaging the state of natural complexes or contrasting the objectives of resource reserve. By agreement with the regional environmental protection bodies can be authorized the following activities: (a) scientific research; (b) capture of wild fauna species; (c) collection of eggs with a view of subsequent breeding in other protected areas and re-acclimatization; (d) licensed hunting within established quotas; (e) collection of wild growing berries and mushrooms; (f) fee-paying artisanal fishing in the area of traditional nature management; and (g) stay with hunting firearms and other hunting gear for hunters in authorized hunting periods with hunting license or special permit hunting permit issued by the authorized body of state control of protected area. In addition, the right to stay with a hunting dog is authorized and indicated in hunting permit.
