The National Security Strategy of the Russian Federation until 2020 is an officially recognized system of strategic priorities, goals and measures in the field of domestic and foreign policy, determining the state of national security and the level of sustainable development of the state in the long term. The forces and means of ensuring national security focus their efforts and resources on ensuring national security in the domestic political, economic, social spheres, in the field of science and education, in the international, spiritual, informational, military, defense-industrial and environmental spheres, as well as in the sphere of public security. To ensure national security, the Russian Federation, along with the achievement of the main priorities of national security, focuses its efforts and resources on the following priorities of sustainable development: (a) improving the quality of life of Russian citizens by guaranteeing personal security and high standards of living standards and healthcare; and (b) ecology of living systems and rational environmental management, the maintenance of which is achieved through balanced consumption, the development of advanced technologies and the appropriate reproduction of the country's natural resource potential. 1) One of the main directions of ensuring national security in the medium term is determined by food security. Food security shall be ensured through the development of biotechnology and import substitution for basic foodstuffs, as well as by preventing depletion of land resources and reducing agricultural land and arable lands, capturing the national grain market by foreign companies, uncontrolled distribution of food products obtained from genetically modified plants using genetically modified microorganisms and microorganisms having genetically modified analogs. The strategic goals of ensuring national security in improving the quality of life of Russian citizens shall be to reduce the level of social and property inequality of the population. To counteract threats to national security in the area of improving the quality of life of Russian citizens, the national security forces in cooperation with civil society institutions shall promote the growth of well-being, reduction of poverty and differences in incomes of the population in the interests of ensuring the continuous access of all categories of citizens to the quantity of food products necessary for a healthy lifestyle. Ensuring national security in emergency situations is achieved through the improvement and development of a unified state system for the prevention and elimination of natural and man-made emergencies (including territorial and functional segments) and its integration with similar foreign systems. Solving the tasks of ensuring national security in emergency situations is achieved by increasing the effectiveness of the implementation of the powers of local governments in ensuring the safety of life of the population, updating the park of technological equipment and production technologies at potentially hazardous facilities and livelihoods, introduction of modern technical means of informing and alerting the population in their places of mass gathering, as well as developing a system for taking preventive measures to reduce the risk of terrorist acts and mitigate the effects of emergency situations of man-made and natural type.
